Abstract

Background. The basis of the new economy, the knowledge economy, innovation, global information systems, the latest technology, is human capital, which is the main driving force of social and economic development of the modern society. In this connection, functioning and development of human capital, represented by enterprise personnel, are as important as implementation of modern technologies; knowledge and information act as determining factors of production. The objective of the work is to study the processes of formation and development of human capital.
Materials and methods. The research objective was implemented through analyzing the level of development of human capital. The methodological potential of the  research included systematic and comparative methods that allowed to analyze the factors affecting the formation and development of human capital.
Results. The authors studied the status of Russian human capital on the basis of assessments carried out by Russian and foreign rating agencies and marked its strengths and weaknesses.
Conclusions. The study has allowed to identify the main, in the authors’ opinion, reason for a deterrent effect on the innovative development of the economy, namely – a low level of human capital due to a lack of education, knowledge, skills and  competencies of staff. This problem can be solved through investments in individual human capital as the basis of enterprise human capital, regional and state human capital.
